It is critical for women to be equipped with more information about their risk and have greater access to health care services.  Currently, women in many societies have little control over their sexual lives, making prevention enormously difficult. While it may be possible to change some of the gender-related social norms that make women vulnerable, such efforts are difficult and may take years.  The development of new prevention technologies such as vaccines and microbicides shows promise. Since it is unclear when these new technologies will be available and how effective they will be, it is important to continue with other forms of risk reduction and empowerment.
