| Date: 15 July 2008 Deadline for application: 12 August 2008 (27 day(s) until closing deadline) Currently accepting applications Organization unit: AI UNAIDS Joint United Nations Programme on HIV/AIDS (AI) Department of Resources Management (DRM), Human Resources Management (HRM) Duty station: Geneva Switzerland | | | PURPOSE OF POSITION: To ensure the implementation, development, management, coordination and communication of all the activities related to People Development in order to support UNAIDS staff to perform their tasks at the highest possible level and continuously develop their skills to manage and lead the organization. | Main tasks and Responsibilities of the Position: Focus: Fully mobilise and enhance the institutional and individual capacities in support of UNAIDS organisational strategic goals, corporate priorities and work plans. Address the development needs of individual staff members, during their life in the organisation, foster a learning attitude, and encourage a performance oriented culture jointly with continuous development.
Under the broad guidance and overall supervision of the Chief, Human Resource Management (HRM), the incumbent is responsible for the planning and management of the following:
Learning and Development 1. Lead and manage the coordination and implementation of overall learning approach and related activities; through the activities of the Unit provide a central resource of information to staff on the learning and development activities; 2. Define/assess learning, training and staff development needs within the Secretariat to include the needs of all staff (Geneva, region and country based): 3. Promote innovative and encourage the use of alternative learning methodologies, including e-learning and other forms of self-directed learning; 4. Oversee the design, development and implementation of a Learning Management System (LMS) for UNAIDS staff to monitor the impact of learning and evaluate overall effectiveness of activities; 5. Recommend, design and facilitate assessment and development strategies, tools and products aligned with the overall UNAIDS learning approach; 6. Identify, influence, and initiate alliances, networks including, but not limited to, service providers, academic institutions, internal resource persons and learning centres of excellence for product development, service provision and advocacy;
Performance Management 7. Recommend, facilitate and oversee the implementation of key activities towards the establishment of effective performance standards, goals and metrics throughout the Secretariat, including related training programmes and measuring tools, and combined with the implementation of centrally managed performance awards. 8. Advise senior management and staff at all levels on performance management and career support issues; propose proactive and innovative approaches to strengthening the linkages between staff development, performance management and career support, particularly in the context of staff mobility, to meet the evolving needs of UNAIDS; 9. Provide advice to HQ and the field on the effective and proactive implementation of the performance management system and guidance in individual cases where appropriate. 10. Promote a culture of training and communication of performance management principles across UNAIDS, including rating distribution monitoring and formalized follow-up to performance related issues. 11. Champion and implement a coaching and mentoring programme for all staff, with particular attention to newly recruited staff to facilitate their integration.
Talent Development 12. Liaise closely with the Staffing and Recruitment Unit for the design and implementation of development programmes for staff members who have participated in the UNAIDS Assessment Centre. 13. Establish and facilitate the deployment of Development Centres, 360° coaching and mentoring.
Administrative Responsibilities 14. Establish, administer and oversee the budget allocations for all activities relating to the People Development Unit, including work plans and relevant reports. 15. Keep abreast of new developments, approaches and best practices in and outside the UN system in the areas of learning and career management and participate in relevant inter-agency working groups, networks and fora. | | REQUIRED QUALIFICATIONS | Education: Advanced university degree in management, human resources management, business or public administration or education. Desirable: Specialized training in adult education or management development. | Competencies: Demonstrated knowledge of underlying theory of Learning and Development, including a broad range of strategic plans and interventions, practices in public and private sector, applied to clear strategic plans and interventions, and advice to clients. Proven research capacity as related to the formulation of policies, standards, procedures and guidelines. Sound knowledge of HR and IT innovations and their application to staff development and training. Demonstrated leadership, organizational and analytical skills, combined with superior interpersonal and negotiating skills. | Experience: Eleven to fifteen years' of progressive experience in the design and implementation of staff development and training programmes within the context of staff development, out of which four/five years' experience in the management and facilitation of such activities, and experience in similar positions in the UN System. Desirable: Experience working in developing countries. | Languages: Excellent knowledge of English with working knowledge of either French or Spanish. Desirable: Knowledge of other UN system official languages. | Annual salary: (Net of tax) 75432 US$ at single rate 81197 US$ with primary dependants | Post Adjustment: 88.8 % of the figure(s) on the left side.
