| The Global Fund | The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$11 billion to over 520 programs in 136 countries. The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters. The Global Fund is looking for staff with a strong commitment to health and development, an open mind-set, entrepreneurial and flexible attitudes as well as strong interpersonal skills. |  | | Role Summary & Key results expected | One of the most important innovations in the design of the Global Fund is bringing together public as well as the private sectors in all its decision making processes. The engagement of these sectors cuts across the Board of the Global Fund, the Country Coordinating Mechanisms to actual implementation. In doing this the Global Fund fosters a model whereby governments, civil society and the private sector take responsibility for the planning, implementing and coordination of programs. This position has thus been created to provide strategy and leadership that will ensure excellent relations with civil society and the private sector at a global and country level. These relations will lead to strong partnerships for advocacy as well as implementation of Global Fund resourced programs. The Manager for Civil Society and Private Sector will work closely with other teams, in particular the Private Sector Resource Mobilization team, as well as colleagues in the Country Programs cluster focused on grant implementation. |  | Key Responsibilities and Accountabilities | The Team Leader has overall responsibility for the vision, management, coordination and budget oversight for the Civil Society and Private Sector Team. This includes providing strategic leadership, ensuring coordination of Team activities, responsibility for communication across the secretariat and externally with partners and others, leading on political engagement and provision of management support for the Team. The main functions would be to work with his/her team to stimulate, oversee and ensure the following: - The Civil Society/Private Sector Team provides overall development, coordination and strategic direction for the Global Fund in its partnerships with Civil Society, and Private Sector Organisations.
- Coordination of civil society and private sector communication and liaison and collaboration with Units within and across the Secretariat.
- Provide strategic direction to build and accelerate partnerships with the private sector with the aim to ensure better understanding and engagement of the Global Fund processes by the sector.
- Provide strategic direction for the development of strong and effective partnerships to help identify point of entry for co-investments with the private sector organisations.
- Maintain excellent working relationships with global and regional networks in business (including Chambers of Commerce, Business Coalitions, Business Councils, the World Economic Forum) to engage them with the Global Fund.
- Ensure structured and continuous dialogue with external Civil Society and NGO organizations, building on and developing more effective working relationships with global and regional networks.
- Ensure development partnerships and more effective working relationships with organizations not traditionally involved in Global Fund processes including marginalised and vulnerable populations including Roma, Gay and Lesbian Groups, MSM, Drug Users and women in general.
- Maintain a high level of support for advocacy for resource mobilization and demand creation both within the Civil Society and Private Sector constituencies.
- Provide continued support and involvement to the NGO and private sector delegations to the Global Fund Board and facilitate increased linkages with other representatives on the board including but not exclusive to GAVI Alliance, UNAIDS PCB, Stop TB, RBM, UNITAID as a contribution towards harmonisation and coordination of civil society and private sector activities within multi-lateral agencies.
- Manage the civil society and private sector engagement with the Global Fund Partnership Forum process, ensuring broad representation and contributions.
- Coordination of Global Fund civil society and private sector external representation at all external meetings in which the Global Fund is involved.
- Support for the civil society and private sector officers dedicated to work with the Country Program Teams.
- The development of more consistent and effective engagement with TB and Malaria communities.

PERSON SPECIFICATION Qualifications and Membership | Essential: - Advanced degree in international relations, social sciences, public health or related field.
- Advanced business development and partnership networking experience in working with civil society and the private sector.
|  | | Experience | Essential: - At least 11 to 15 years experience in international humanitarian development work;
- Experience working for civil society organizations or representing civil society stakeholders;
- Extensive knowledge and experience working in at least one of the three diseases (HIV/AIDS, tuberculosis and/or malaria);
- History of collaboration and communication with a variety of stakeholders at different levels—from government officials, private sector to community-based organization level;
- Country/field experience working with private sector and civil society organizations.
- Experience in managing a team of at least 3-5 staff.
