Intercooperation, a Swiss international development organization, is looking for a dedicated development professional to work in a pilot project on decentralization in Bidar, Northern Karnataka as a Project Officer.

Intercooperation is engaged in development support in 21 countries as a technically competent project management and partner support agency. The areas of competence in India are: Livestock, livelihoods and environment, Adaptation to climate change and Local governance and civil society. In India, Intercooperation operates from a Delegation in Hyderabad and works with State Governments, NGOs and community organizations in its area of competence.

Intercooperation works in partnership with a Gram Panchayat in Bidar District to implement an integrated natural resource management project. The goal of the project is to empower rural communities, particularly the socially and economically marginalized, through Panchayat Raj Institutions (PRIs). The focus of the project is on building the capacity of the village communities and the Gram Panchayat representatives to implement an integrated natural resource management (NRM) in the villages/watershed. The project works through village level sub committees working under the Gram Panchayat. An NGO of national repute assists the Gram panchayat in carrying out the community organization, capacity building, project planning and implementation functions.

The position requires working closely with rural communities, Gram Panchayat members, NGO staff and district level officials. It also requires frequent traveling.

The position is offered initially for a period of 1 year with possibilities of an extension based on performance. The Project Officer will report periodically to the Programme Officer based in Hyderabad.

Job Description :
The job entails the following functions:
1. Represent Intercooperation in different meetings at the District, Taluka, Gram panchayat, village and elsewhere.
2. Review project progress with different stakeholders periodically and prepare project level reports containing process, progress and impact of interventions at different level.
3. Document relevant project experiences in the form of case studies, temporal analytical studies, etc.
4. Coordination with different project stakeholders for project related activities.
5. Coordinate capacity building activities with local NGO as per identified capacity building needs of different stakeholders.

Qualifications:
The applicant should preferably be a postgraduate from IRMA, IIFM, XISS, TISS or equivalent institutions with field experience of at least 2- 3 years in projects having direct community level interaction. Candidates with a degree in agricultural sciences, horticulture, agricultural engineering, forestry, etc. with similar experience may also apply. Experience of working on NRM or decentralization projects will be considered as an added advantage.

The applicant is expected to have good oral and written communication skills in English and Hindi/Marathi. Knowledge of Kannada (both written and oral) will be considered as an added advantage.

The applicant should be proficient in the use of common computer packages like word, excel and PowerPoint. Additionally, it is expected that the applicant is conversant with web browsing, e-mailing and other modern communication mechanisms.
