The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$10 billion to over 520 programs in 136 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

The Global Fund is looking for staff with a strong commitment to health and development, an open mind-set, entrepreneurial and flexible attitudes as well as strong interpersonal skills.
Role Summary & Key results expected

The Regional Team Leader leads and directs the staff assigned to the West and Central Africa Country Team, manages the financial and human resources assigned, leads the setting of objectives and work plans and ensures the integrity of grant management process. S/he overseas the implementation of cluster wide tools, systems and procedures, risk management and grant management harmonization; liaises with national authorities, partner organizations and other bilateral and multi-national agencies and collaborate with the private sector and civil society teams within the secretariat. S/he represents the Global Fund at the regional level promoting the work of the Fund.

Key Responsibilities
and Accountabilities

The regional Team Leader for West and Central Africa Team

  1. Leads and manages staff members assigned to Country Teams to ensuring that team objectives and targets are met;
  2. Leads annual team work-plan and objectives setting, guides  implementation of approved plans, including financial and human resource requirements, planning and monitoring;
  3. Ensures the integrity of the grant management process undertaken within the Country Team, implementing Cluster-wide tools, systems and procedures for quality assurance, risk management and grant management harmonization (with donors and with national programs) as well as to respond more effectively to the requirements of grant recipients and stakeholders;
  4. Liaises with national authorities, partner organizations and other bi- and multilateral agencies to increase the understanding of Global Fund policies and guidelines, to further develop regional partnerships and in furtherance of specific initiatives as agreed with Unit Director/Cluster Director as appropriate;
  5. Collaborates with the Private Sector and Civil Society teams within the Secretariat to promote and further develop the region’s engagement with GF grants implementation at country and regional level;
  6. Provides guidance and direction to staff members in own team in the resolution of situations which require the additional expertise and experience that the Team Leader can bring to bear in a particular situation;
  7. Represents the Global Fund at the regional level promoting the work of the Fund and ensuring that its perspective is heard in policy discussions;
  8. Embodies the organization’s values and core competencies in day-to-day behavior and in interactions with other staff members at all levels;
  9. Fosters continued development of staff members assigned to Country Teams within the framework of the Global Fund’s human resources policies and procedures so as to ensure superior and sustained individual and team performance in portfolio management;
  10. Collaborates with Cluster Director, Unit Directors and other Team Leaders as senior managers within County Programs Cluster to develop and implement the Cluster’s strategic and operational plans and to facilitate attainment of goals and objectives set for Country Programs Cluster;
  11. As a senior member of staff within the Secretariat, contributes to Secretariat-wide initiatives, policy and strategy development, projects etc together with other senior managers and staff members.

PERSON SPECIFICATION

Qualifications and Membership

Essential:

  • Advanced university degree in public health, finance, public or business administration, development studies, political science, international relations, or related field.
Experience

Essential*:

  • Over 15 years of relevant work experience in program design, management and implementation
  • Work experience in the region on program development;
  • Demonstrable work experience of successful management of situations of considerable complexity and/or political sensitivity;
  • Experience of team/staff management, mentoring and coaching in a structured manner, particularly for newly joining staff members;
  • Experience of representational duties at international fora and conferences
  • Demonstrable experience of systematic, substantial and output oriented policy development, formulation and implementation, strategy development or similar assignments.

Languages

Excellent knowledge of English and French. Knowledge of other UN or Regional languages would be considered advantageous.
