Monitoring and Policy Department (EMP) Duty station: Geneva Switzerland | | | PURPOSE OF POSITION: The mandate of the Monitoring and Evaluation Division (EVA) is to: 1) provide scientific leadership by setting international M&E standards and producing normative guidelines under the auspices of the UNAIDS M&E Reference Group; 2) establish and maintain a global monitoring system and database that supports the global tracking of indicators measuring progress on the UNGASS Declaration of Commitment and other international initiatives such as Universal Access and the Millenium Development Goals (MDG), supplementing this monitoring system with special evaluation studies of international significance as needed; 3) produce global reports and thematic papers for global dissemination; 4) provide technical support to the regional and country level UNAIDS Advisers in their efforts to support the national M&E system; and 5) coordinate and strengthen the global, regional and country M&E partners communications and collaboration network in support of a harmonized and aligned approach to indicator monitoring, evaluation approaches, and capacity building to attain Three ones, specifically the Third One, one national M&E system. | Main tasks and Responsibilities of the Position: 1. Develop and improve analytic methods including monitoring and evaluation approaches for analysing the contribution of national AIDS programs and specific interventions to changes in the quality and coverage of services (outputs), specific outcomes (e.g. behaviours), and impact (e.g. HIV incidence/prevalence) 2. Develop analyses of the effectiveness of interventions and programmatic responses to HIV in countries through the use of standardized methods and tools, regional training, in-country support for consensus workshops, and technical support to in-country staff. 3. Compile and disseminate global UNGASS data and other monitoring and evaluation data, and regularly assess the quality of such data. 4. Provide analyses, narrative input and review for UNAIDS' and partners reports on the global response to the epidemic and its impact. 5. Provide advice to clients within and beyond the UNAIDS Secretariat on issues related to routine global, regional, and country-level indicator monitoring analyses and special outcome evaluation studies, especially regarding the programmatic implications of these analyses. 6. Identify knowledge gaps in monitoring and evaluation and define a priority evaluation research/operations research agenda that will strengthen national and sub-national programs directly and in collaboration with and through UNAIDS cosponsor organizations and the technical working groups of the UNAIDS Monitoring and Evaluation Reference Group (MERG) and other evaluation research networks. 7. Direct the further development and ongoing database management of the new UNAIDS Global Response Database (GRD), including developing the vision and policy regarding data sharing, multi-agency joint data entry, data reconciliation, and collaborative multi-agency analyses. 8. Perform other related duties as assigned. | | REQUIRED QUALIFICATIONS | Education: Advanced university degree in epidemiology and/or social sciences and/or biostatistics. | Competencies: Strong background in behavioural epidemiology and analytic methods. Strong background in global and national monitoring indicator analysis. Strong background in evaluation research methods and approaches. Good knowledge of database management. Good working knowledge of statistical software packages. | Experience: Over 10 years of experience in epidemiology and/or behavioural surveillance and/or programme evaluation with at least five years specifically related to HIV. | Languages: Excellent knowledge of English or French with a working knowledge of the other language. Desirable: Knowledge of other UN languages. | Annual salary: (Net of tax) 75432 US$ at single rate 81197 US$ with primary dependants | Post Adjustment: 88.8 % of the figure(s) on the left side.
