Background The Governments of India and Norway have entered into a partnership to work together toward the attainment of the Millennium Development Goal 4 (MDG 4) that aims to reduce child mortality worldwide.
The objective of Norway¡VIndia Partnership Initiative (NIPI) is to provide catalytic support that would make a strategic and sustainable difference to the rapid scaling up of quality child health services under the National Rural Health Mission (NRHM) in five states that contribute the highest number of child deaths, namely, Bihar, Madhya Pradesh, Orissa, Rajasthan and Utter Pradesh. All activities undertaken under NIPI shall be directed towards fulfilling the goals and objectives of NRHM. NIPI Secretariat led by the Director is hosted by the United Nations Office for Project services (UNOPS). NIPI envisages strengthening of techno-managerial capacity in the States to accelerate child health activities under NRHM/RCH II.
Duties and Responsibilities The Senior Program Officer would, under the supervision of the Secretary Health/State Mission Director/ Director Health Services / Director NIPI , and the guidance of the National Coordinator of the Child Health Resource Network, would assist in accelerating child health activities under NRHM by:
„X Interact and network with the state leadership of NRHM / RCH II, the state health systems resource centre, development partners, institutions, professional bodies and experts in order to promote activities under NIPI „X Contributing toward formulation of the State project implementation plans (State PIP) for child health „X Develop and implement plans for monitoring and tracking of progress toward MDG 4 in the states in conjunction with the NRHM system and linking this effort to other initiatives on metrices „X Identify research needs and priorities, and coordinate formulation and implementation of research studies. „X Facilitate the organization of review and evaluation missions. „X Document and disseminate experiences and lessons of the NIPI. „X Providing technical advice and support to the state, district and block level functionaries for child health „X Analyzing data, assess evidence and preparing policy briefs and presentations as required by the States „X Planning and facilitating State-specific innovations, research projects, pilots and public-private partnership initiatives as required by the States „X Contribute toward improving management information system for effective delivery and quality of child health services „X Prepare technical and evaluation reports of NIPI „X Perform any other responsibility assigned
Required Selection Criteria
Competencies - Good understanding of the national / state health policy and program, with field experience in the public / NGO health sector. - Experience of working in the NIPI State. - Expertise in clinical care &/or in epidemiology / biostatistics would be an asset. - Excellent skills in written and spoken communication and ability to network are important. - Proficiency in the use of computer with common software and internet; and experience of working in teams and with different stakeholders expected.
Education - MBBS with minimum 5 years health sector experience in government.
Experience - Minimum 5 years¡¦ experience (post qualification) in Public health/ Community medicine/ Preventive and social medicine/ research/ training/ health program management / public administration, with at least 2 years experience in child / maternal health.
Language - English, Hindi & local state language
Reporting - The incumbent will report to the Secretary Health / State Mission Director / Director Health Services (as per the decision of the individual States) for day to day functioning, and to NIPI Director at Delhi.
