PURPOSE OF POSITION:
The mandate of the Monitoring and Evaluation Division (EVA) is to:

1) provide scientific leadership by setting international M&E standards and producing normative guidelines under the auspices of the UNAIDS M&E Reference Group;
2) establish and maintain a global monitoring system and database that supports the global tracking of indicators measuring progress on the UNGASS Declaration of Commitment and other international initiatives such as Universal Access and the Millenium Development Goals (MDG), supplementing this monitoring system with special evaluation studies of international significance as needed;
3) produce global reports and thematic papers for global dissemination;
4) provide technical support to the regional and country level UNAIDS Advisers in their efforts to support the national M&E system; and
5) coordinate and strengthen the global, regional and country M&E partners communications and collaboration network in support of a harmonized and aligned approach to indicator monitoring, evaluation approaches, and capacity building to attain Three ones, specifically the Third One, one national M&E system.
Main tasks and Responsibilities of the Position:
With general guidance of the Chief, Monitoring and Evaluation Division, the incumbent will:

- Have overall responsibility for visioning, supervising staff and contractors, managing the process with the UN co-sponsors, and developing the writing content and tone of the biennial Report on the global AIDS epidemic and response (the Global AIDS Report).

- Be responsible for a series of other reports including the Secretary General (SG) Report, as well as related short reports for the High-level Meeting of the UN General Assembly and the G8.

- Be responsible for overseeing a series of peer-reviewed, technical in-depth thematic papers evolving from the UNGASS reporting process and the UNAIDS Global Response Database (GRD).

- Research, write and deliver fact sheets and key messages with each deliverable to the UN and UNAIDS communications and press offices in New York and Geneva.

- Manage the Global Reports Coordinator and consultants related to writing process for the report, including writers, editors, fact checkers, proof readers, translators etc.

- Develop and maintain budget for the Global Report and the Technical Reports Team.

- Have the authority to determine project costs, assess quality of proposals and products and has the authority to sign contracts.

- Oversees and edits all writing activities by subordinate staff by keeping a list and coordinating all writing projects planned and underway, reviewing and editing written products of the Team, the consultants and other senior professional members of the Monitoring and Evaluation Division, and ensuring the quality of all publications produced by the Team and the Division.

- Develop and manage high level editorial and review processes, including but not limited to developing and maintaining state-of-the-art report process guidelines, effective timelines, and editorial calendar, and ensure that changes to the drafts are made by authors and ensure that they are incorporated into the final products, with particular attention to overseeing the setting of production staff deadlines and then deliver written chapters on time to meet production deadlines.

- Proactively collaborate with UN Agencies, internal experts and other partners through the various stages of report development, writing and review stages.

- Initiate consultation process with senior executives at UNAIDS, UNAIDS Regional Support Teams (RSTs), select country offices, all co-sponsors and incorporate their recommendations and research. Conduct consultative meetings for visioning future report themes.

REQUIRED QUALIFICATIONS
Education:
Essential: University degree in journalism, communication, international relations, or a combination of relevant academic preparation an experience.
Desirable: Topics related to health field, especially AIDS
Competencies:
- Excellent knowledge of the complexities on AIDS issues pertaining to the epidemic and the response
- Excellent writing and communications skills. Good knowledge of publishing and graphic design.
- Knowledge of Microsoft Project
Experience:
Essential: Eight to ten years of experience in editorial report writing, editing and the production of major reports, and/or advocacy at the national and/or international level.
Desirable: Experience in leading and managing a team; understanding and writing in the scientific fields; has a technical background.
Languages:
Essential: Excellent knowledge of English
Desirable: Knowledge of another UN official language.
Annual salary: (Net of tax)
75432 US$ at single rate
81197 US$ with primary dependants
Post Adjustment: 85.2 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
